The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: hopeful statements are released from various governments. Significant resources is expended on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every launch shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until conditions improve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
